Site representatives will be conducting a vote at all sites to determine whether the Association will ratify the tentative agreement. The District will take the tentative agreement to the SCUSD Board to determine whether the District will ratify the tentative agreement.

In general, the tentative agreement establishes SCTA’s position of having among the best starting and top salaries in Northern California, as well as large urban districts in the state.

The T.A. also maintains the excellent health benefit program for actives and retirees. The three year contract, with reopeners for compensation and continuation of joint committees, gives the District and SCTA more time to concentrate on supporting improved learning and teaching conditions.

While the T.A. is not totally retroactive, nearly 11 million dollars will be added to salaries and benefits as a result of the agreement.

Additional Summary

A. Salary

All salary schedules will increase 5% based on the following applications:

  1. All salary schedules will increase by 3% effective July 1, 2006, and retro checks will be sent as soon as possible.
  2. All schedules will increase by 1.73% on April 1, or earlier, after changes are made in two of SCTA’s retirement programs.
  3. All schedules will increase by .27% on April 1 or earlier, after SCTA/SCUSD make changes in the Library specs to get new funding. There is no intention to change the contract numbers for librarians or to change the credential expectations. This new funding will allow the District to pay for Librarians for next year. SCTA will involve Librarians in this process.
  4. The last step (cell) of the last column for all salary schedules will increase by an additional 1.5% on April 1 or earlier. The funds ($300,000) come from MediCare D savings that were earmarked to deal with salary comparability and prior "me too" agreements. All schedules means K-12, Adult Contract and Hourly, Psychologists and Specialists, and Children’s Center.
  5. The fully credentialed salary schedule for new teachers will be incorporated into the regular K-12 salary schedule. Four years ago SCTA negotiated a bigger increase for new teachers, but the District attempted to renege. SCTA filed and won a major arbitration and back pay. This change will show more clearly the results of better pay.
  6. The total salary schedule increase will be 5% (3% July 1, 2006, and 2% starting April 1, 2007) plus the last step will increase 1.5%. Health benefit increases of about 3 million dollars are on top of these increases.

B. Three Years of Calendars & Contract Rollover

  1. The calendars are structured automatically by the contract and will be similar to prior years. This allows schools and teachers to do future planning.
  2. A retirement survey will be developed by SCTA and the District to determine appropriate incentives that might increase retirements and establish savings. There is no promise that a Golden Handshake will be offered this year or next year. The survey will have to show positive results for the good of the District budget.
  3. The contract, and all provisions, will be completely rolled over for three years until June 30, 2010. Compensation (Article 12) will be negotiated each year starting on May 1.

C. Contract Committees

  1. The recent joint committees established by SCTA and the District will continue, including those for Intermediate Class Size Reduction, High School Improvement, Compensation, and Program Improvement.
  2. Also, a new committee "Breaking Ranks" will support Middle Schools. SCTA will sponsor a teacher and community engagement with SCTA/NEA funds.
